Tamil Nadu Governor vs DMK On Jailed Minister Is Latest In Series Of Spats

Tamil Nadu Governor RN Ravi's recent clash with the DMK government over jailed state minister V Senthil Balaji is only the latest in a series of run-ins between the two. Chief Minister MK Stalin and Centre-appointed Governor Ravi have earlier clashed on pending bills, Mr Stalin's foreign trips, the Dravidian model of governance, and the latter's remarks on the state's name. The DMK had in April moved a resolution in the state assembly urging the central government and President Droupadi Murmu to immediately issue appropriate instructions to the Governor to give assent to the bills passed by the Assembly within a specific period of time. The ruling party alleges more than 10 such bills are pending with the Governor. MK Stalin has said the Governor is functioning against the welfare of the people and is "not ready to be a friend of the people." Shortly after the MK Stalin-led government's offensive, RN Ravi signed off on a proposed law to ban online gamb...

Squeezing Of Testicles Is Not "Attempt To Murder": Karnataka High Court

Squeezing another person's testicles during a fight cannot be termed 'attempt to murder', the High Court (HC) of Karnataka has said. It differed with the Trial Court which had convicted a 38-year old man for 'causing grievous hurt' for such an incident. It also reduced the sentence from seven years imprisonment to three years. The High Court reasoned that the accused had no intention of murdering the victim and the injury was caused during a fight. "There was a quarrel between the accused and complainant on the spot. During that quarrel, the accused chose to squeeze the testicles. Therefore, it cannot be said that the accused came with an intention or with preparation to commit murder. If at all he has prepared or attempted to commit murder, he could have brought some deadly weapons with him in order to commit murder," it said. The High Court said that the accused has caused grievous hurt to the victim. Though the injury may have caused the death of th...

This decision has affected some states, including Karnataka and Tamil Nadu, that operate their free rice schemes for the poor. They now have to procure the grains at a higher price from the open market or other states. What has upset the Karnataka government is that the Centre discontinued the sale of rice "suddenly", a day after it gave permission to t...

Rice Sets The Tone For Another Centre-State Battle

The ongoing tussle between the Congress government in Karnataka and the Centre over the release of rice for the state's much-publicised 'Anna Bhagya' scheme marks the beginning of what is likely to be a series of political and administrative confrontations between Bengaluru and New Delhi.  Backed by an enormous victory in the Karnataka election, the Congress has been aggressive in reasserting its ideological position in the state, whether it is the decision to remove chapters on the RSS founder in school textbooks, introduced by the previous BJP government, or the decision to do away with the controversial anti-cow slaughter law. While a political slugfest was expected and perhaps par for the course, the concern was how it would manifest itself in Centre-state relations in a way that could be debilitating at an administrative level.     One of the key aspects of the Congress's campaign for the Karnataka election was the five welfare schemes, which included 10 kilogra...
